Why does Istanbul pay more?
Because of who is buying the lessons. Istanbul is where the banks, law firms, logistics companies and international offices are, and corporate English is a different product from a Saturday morning children's class. It is billed differently and it pays differently.
That premium is real but it is narrower than it looks. Rent in Istanbul runs 400 to 600 US dollars against 250 to 400 in Ankara or Izmir, and the commute is long enough that many teachers end up paying for it in time as well as money. A teacher earning 1,300 in Istanbul and one earning 1,100 in Ankara are frequently level by the end of the month.
The premium is also concentrated at the experienced end. Entry level academy work in Istanbul pays much the same as entry level academy work anywhere else in Turkey, so the city is a better bet for your second contract than your first.
What makes Ankara the steady option?
Ankara is a government and university city, and that gives it a different rhythm. Demand comes from civil servants needing English for work, university preparatory programs, and students grinding through exam preparation. None of that is glamorous and all of it is reliable.
Salaries sit slightly below Istanbul and rent sits well below it. Teachers who want to save rather than sightsee tend to end up here, and contracts are more likely to run a full academic year without the churn that Istanbul academies are known for.
Where does Izmir fit?
Izmir is the lifestyle choice, and teachers are usually honest about that. It is coastal, milder, more relaxed and noticeably more liberal than much of the country. Pay is the lowest of the big three and the job market is thinner, so you have fewer offers to weigh against each other.
What Izmir does have is a decent supply of young learner work and a cost base close to Ankara's. If the point of moving abroad is the living rather than the banking, it is a straightforward case.

Usually not, and this is the single most useful thing to know before you compare two Turkish contracts.
Work out what is left after rent, then check three things. Does the offer include accommodation, because a role with housing at 900 dollars beats one without at 1,150. How many teaching hours, because 30 hours for 1,200 is worse than 22 hours for 1,050 once you count preparation. And what currency, since a lira salary erodes across a contract while a dollar one does not, as our cost of living guide for Turkey sets out.
Ask all three in the interview. Schools that handle foreign teachers routinely will answer without hesitating.
What qualification gets you into the better paid cities?

For general academy work anywhere in Turkey, the 120 hour Online TEFL Course is the baseline. For the Istanbul corporate and business English roles at the top of the range, employers look for more, and the 180 Hour Level 5 TEFL Diploma is regulated by Ofqual under reference 610/1572/6 and awarded by Highfield Qualifications.
